Description:
The Health Policy Advisor, reporting to the Executive Department, will serve as an internal consultant to the Executive Director & CEO, the Board of Commissioners, and Executive Staff in the development of health policies and procedures. Duties include but are not limited to:
•Serve as lead agency expert on federal and state health policy as a member of NYSIF’s Executive Management Team; report to the Board of Commissioners as appropriate and necessary.
•Work in conjunction with NYSIF’s Medical Director to oversee the management and delivery of healthcare for claimants, the review f physician treatments and diagnoses, and the management of prescription practices.
•Conduct local, state, and national policy analyses to guide NYSIF’s development, research, and strategic goals.
•Develop policy positions and public statements on local, state, and national health developments as well as other issues.
•Support legislative health policy and actions to advance NYSIF’s health-related strategies; develop processes to monitor progress of legislative and regulatory issues of interest.
•Advise Executive Management on the business impact of health policy and reimbursement proposals and of changes in law and regulations.
•Analyze the healthcare market in terms of coverage and reimbursement, existing and emerging payer policies, competitive landscape, trends, pricing, contracting strategies, potential barriers to provider and patient access.
•Maintain a current knowledge of national healthcare trends to ensure organizational awareness of government legislation and/or regulatory issues at the federal and state levels that affect the organization.
•Plan and monitor agency-wide health programs; direct and oversee related program and policy development, implementation, performance monitoring, and evaluation.
•Inform Executive Management on health policies, procedures, and legislative proposals to improve agency operations, and participate in executive decision making in agency’s operations.
• Interact with other government partners and health officials, to ensure coordination,
communication and that related health benchmarks are identified.


Basic Qualifications:
• Minimum 10 years’ experience developing and delivering high impact projects, including
overseeing and conducting health research projects and studies.
• High degree of external recognition as an expert in public health, with strong track
record of shaping policy.
• Master’s or other advanced degree in Public Policy or Health Science field is preferred.
• Experience in public policy, government affairs, state or federal government, a policy
institute or consultancy, political or policy work for a state or federal legislator or other
related experience is required.
• Advanced knowledge of the healthcare regulatory landscape, commercial health reform,
health policy, and legislative and executive government branches.
• Proficiency in using data analyses tools/methodologies.
• Ability to collaborate with peers, managers and policymakers, and a demonstrated
commitment to diversity and inclusion.
• Supervisory and management experience.

The New York State Insurance Fund (NYSIF) was established in 1914 as part of the original
enactment of the New York State Workers’ Compensation Law. NYSIF's mission is to guarantee
the availability of workers’ compensation insurance at the lowest possible cost to New York
employers and to provide timely, appropriate indemnity and medical payments to injured
workers, while maintaining a solvent fund. Since inception, NYSIF has fulfilled the dual roles for
which it was created: to compete with other carriers to ensure a fair marketplace and to be a
guaranteed source of coverage for employers who cannot secure coverage elsewhere.

NYSIF is the largest workers’ compensation carrier in New York State and among the top 10
largest workers’ compensation carriers in the nation, insuring approximately 139,000
policyholders, with more than $1.8 billion in annual earned premium and over $22 billion in
assets. A self-supporting insurance carrier, NYSIF operates without taxpayer funding.

In addition to workers’ compensation insurance, NYSIF provides disability benefits coverage for
off-the-job injuries to more than 56,000 New York employers. In 2018, NYSIF added paid family
leave as a component of its disability benefits product, providing New Yorkers with job protected,
paid time away from work to care for their families.
