Position Summary:

The purpose of the Sr. State Filing Analyst position will be in the preparation and development of higher level and detailed state filings to be submitted to the Department of Insurance. Receive and analyze objection letters from state insurance examiners and coordinate responses.  Prepare and distribute program announcements of filings to the business units.   Responsibilities will also include working with state regulators, monitoring changes to compliance statutes, bureau rate, rule and form advisement via circulars and bulletins.  

This position offers an excellent opportunity to interact with a variety of departments in the organization (Actuarial, Corporate Underwriting, Legal, Quality Assurance, GNY P&C Insurance Software Vendors)

Essential Duties and Responsibilities:

  • Review ISO, NCCI, AAIS Bureau circulars and bulletins. Determine product impact and company action necessary.
  • Preparation and submitting filings to the State Insurance Departments, responding to examiner inquiries to secure approval.
  • Prepare detailed program announcements adhering to system service pack updates to PDE system advising GNY staff of forthcoming changes.
  • Analyze state insurance regulations and statues as necessary to respond to state insurance examiners inquiries. 
  • Responsible for quality control audits on Reference Connect (Silver Plume) for applicable updates pertaining to ISO and GNY Independent rates, rules, and forms.
  • Oversee specified filings and provide first line supervision for review of work.
  • Review proposed insurance policies, endorsements, rates, and rules and assist business units on filing strategies.
  • Providing necessary documentation and support to State Filing Business Analyst for system programming.
  • Work with Actuarial on the rate analysis to determine effects of loss cost revisions and loss cost multiplier adjustments.
  • Participates in special projects and performs additional duties as required.

Education and Experience:

  • Bachelor’s Degree required
  • Minimum of 5+ years Insurance experience required.
  • ISO experience and understanding of rate and rules required.
  • Minimum of 1 year of State Filing experience preferred.
  • Strong computer skills with knowledge of Microsoft Office required.
  • Familiarity with SERFF preferred.
  • Experience providing on the job training to staff (including training of entry level analysts).
  • Ability to research and analyze filing issues to be in compliance.

Skills:

  • Strong interpersonal and communication skills.
  • Excellent attention to detail; basic legal research skills and strong analytical skills.
  • Ability to work independently, resolve problem and develop action plans.
  • Familiar with various Bureau/databases (Insurance Services Offices, Oden, NCCI, Wolters Kluwer, AAIS).
