Job Summary

The Global Sourcing and Category Management Lead Contingent Workforce Managementis a key role with responsibilities for developing dynamic category and sourcing strategies to drive down the total cost of ownership, with a focus on quality, cost, delivery, risk, sustainability and diversity. Responsible for working with internal business leaders to identify category objectives that align to and support key business objectives and leading the key sourcing initiatives aligned to the outlined category strategies. This role is also accountable for the enterprise Spare Hands Contingent Workforce Management operating model for managing our over 6000 contingent workforce. Reporting into the Procurement Function with HR being a key business partner supportung Allstate's Human Capital Strategy(Temporary Staffing, Staff Augmentation, Statement of Work Contractors, Managed Services Agreements, etc).

Key Responsibilities

Lead the overall day to day operations of the Contingent Worker Program Office (Spare Hands).
Lead Contingent workforce category end-to-end, from developing an overarching strategy to identifying ways to enhance activities for each individual Business Unit to driving sourcing initiatives and value-added outcomes
Constantly assess category scope and daily activities to identify areas of improvement and automation leading to elimination or redistribution of tactical and administrative tasks
Manage sourcing activities using advanced sourcing levers (RFI/RFPs, demand management, supplier relationship management, workshops, total cost of ownership analyses etc.) as part of a multi-year category strategy to drive total value, including cost savings andinnovation
Develop internal stakeholder relationships in order to implement and drive procurement compliance, strategy, policies and procedures
Manage and improve the governance and performance processes with key suppliers and outsourced partners
Orchestrate contract development with suppliers. Lead negotiation of business terms and conditions. Mitigate legal and commercial risk. Ensure alignment between legal terms and category and sourcing/procurement objectives
Develop category strategies based on best practices, including supply market analyses, cost models, process improvement and change management expertise
Conduct analysis of qualitative and quantitative characteristics, including suppliers' capabilities, operational objectives, risk profile, and financial positioning
Drive corporate compliance to the preferred-supplier program via end-user change management and communications programs
Work closely with MSP and technology partners team and business unit/function stakeholders to deliver against the long-term vision and near-term strategy after developing and communicating the strategy with senior leadership in functional area.
Implement leading sourcing practices for diversity, environmental sustainability and supplier code of conduct
Lead category reporting in the areas of spend, savings, supplier performance metrics
Serves as liaison to Finance, AP, Legal, HR, Business Units, and other groups to ensure internal reporting meets the needs of the stakeholders
Partners with Human Resources in the development of total talent strategies including contingent labor
Facilitates and communicates category objectives, initiatives and non-adherence with cross-functional stakeholders and oversight councils.

Education and Experience (required)
Bachelors degree or equivalent experience
7 or more years of related experience


Certificates, Licenses, Registrations (desired)
CPSM, CSCP, Six Sigma

Functional Skills
Deep experience in category and sourcing management and procurement leadership roles with accountability for global value delivery
Experience driving value in large global procurement organization by analyzing long term impact of new or anticipated strategies
Experience with direct accountability for a spend category, including category strategy development and oversight
Experience working within a fast paced, highly matrixed environment with multiple stakeholders
Demonstrated success in negotiating and closing on complex deals
Advanced change management and customer service excellence mindsets
Experience working in an agile work environment
Previous experience of building and managing VMS/MSP programs and providers
3-5 years of sourcing experience; in Contingent Workforce/Consulting to include developing and negotiating contracts
Excellent verbal and written communication and interpersonal skills and the ability to influence others.
Excellent relationship management skills, demonstrating mature confidence and integrity
Business analysis skills to drive and implement sourcing aligned with the stakeholders' strategies
Demonstrated ability to work autonomously, both as a lead and as a part of a team
Ability to work in a team environment to collate and act upon feedback from all levels within the business and sourcing environment
Ability to manage multiple priorities of business partners in a complex, multi-business unit environment
Analytical, planning and strategic skills
Proven project management including business case development, and conflict management
Ability to deal with ambiguity
Proficient in MS Office tools (Excel, Word, PowerPoint)
Fieldglass and/or Ariba experience a plus
Prior experience partnering with consulting, staffing and managed services suppliers

Compensation Data

Compensation range for this position is $115,000- $160,000per year, based on experience and qualifications.

The candidate(s) offered this position will be required to submit to a background investigation, which may includea drug screen.
