We are looking for a Senior Public Affairs Officer & Senior Counselor who will be responsible for coordinating all aspects of domestic insurance and insurance related regulatory/legislative issues affecting the Liberty Mutual Group at the state level, including monitoring and evaluating regulatory/legislative proposals, and the development of public policy positions, strategies, communications and advocacy before state insurance departments, state legislatures, and regulatory/legislative agencies.

Responsibilities:
  • Monitor and evaluate regulatory/legislative proposals, assist in development of company positions and strategies, and coordinate same with Regional Public Affairs Managers and clients.

  • Identify and evaluate regulatory/legislative trends and communicate to clients.

  • Work closely with and take assignments directly from key client groups including Global Retail Markets (GRM), Global Risk Solutions (GRS) and corporate departments to support specific regulatory/legislative initiatives.

  • Develop and maintain effective working relationships with regulators/legislators and regulatory agencies.

  • "Troubleshoot" rate and form filings, as well as issues identified in financial and market conduct examinations or other regulatory interventions

  • Take additional regulatory or legislative assignments as priorities warrant.

Qualifications:
  • Completion of Law School with J.D. plus admission to the Bar.
  • A minimum of 10 years of experience in state government affairs with emphasis on property and casualty insurance regulatory issues, knowledge of NAIC practices and procedures
  • Excellent regulatory/legislative relationships, firm grasp of technical insurance issues including financial, investment, legal, reinsurance, underwriting, sales, market conduct, residual market, etc.
  • Demonstrated ability to tackle regulatory/legislative problems by combining technical insurance knowledge, knowledge of regulatory/legislative processes, and effective use of regulatory/legislative relationships.
  • Requires excellent interpersonal and communication skills, both oral and written, as well as excellent advocacy and negotiating skills.
