Job Summary
Under general direction, partners with the business by helping to set and manage strategic and tactical priorities for enhancements and small projects. Plans and manages the effective use of assigned resources and oversees execution of tasks. This job is a manager.

Primary Job Duties & Responsibilities
Ensures the business specifications are aligned with the business vision. Understands impacts of business decisions to the user and Claim systems. Raises business issues and risks; responds to customer concerns and communicates results. Facilitates scope creation and requirements gathering process. Participates in initial project estimate. Raises business issues and risks and responds to customer concerns. Partners with the business analysts (BA) to develop functional specifications and align them to scope. Partners with the technical leads and architects to insure the technical solution supports the functional requirements. Meets with the development team regularly to ensure delivery is in line with functional requirements and to allow opportunity for technical design changes /improvements that will deliver the intended business value. Ensures signoff on changes to functional specification and design as development progresses. Works with BA to ensure User Acceptance Testing (UAT) is complete and meets the customer requirements. Assists in development of end-user communication. Other duties as assigned.

Minimum Qualifications
Minimum 3 years of work experience in related field. Demonstrates a thorough understanding of the business function they are supporting (i.e.: Claim, Risk Control, IT, Project Management, Production, Application Development, etc.).

Keeps abreast of emerging technology capabilities and direction of technology, and is able to propose innovative technology solutions meeting the business capability needs. Has thorough understanding of staff responsibilities, abilities and development needs. Business Acumen: Intermediate Level Knowledge Creates an atmosphere where business partner's issues are dealt with professionally, and in a timely manner. Suggests solutions that make sense and improve the performance of the assigned systems. Ensures customer's perspective is understood to optimize system(s) support of the business goals. Communicates openly and effectively in a manner consistent with the audience. Recognizes the importance of superior quality in providing a competitive edge. Ensures that reports are precise, timely and accurate. Problem Solving & Decision Making: Intermediate Level Knowledge Demonstrates sound analytical and diagnostic skills dealing with issues that are loosely defined and/or where information is available but must be further manipulated. Escalates significant problems quickly and clearly and carefully makes decisions regarding risks and solutions. Understands the impact of changes to the system environment. Provides leadership and guidance to implement solutions. Openly and directly confronts conflict until resolved. Once decisions are made, is able to follow the management plan and direct activities to obtain intended results. Financial Awareness: Intermediate Level Knowledge Demonstrates sound cost-effectiveness. Failure to achieve objectives can result in delays or inefficiencies requiring the readjustment of resources and/or staff. Responsible for important and confidential information. Facilitates scope creation and requirements gathering process. Human Resource Management: Intermediate Level Knowledge Demonstrates good interpersonal skills by displaying an understanding of the needs and perspective of others. Able to balance the workload of team members and supervise individuals of varying abilities. Able to identify the talents of others and match them to the tasks that will best suit the unit goals and/or provide growth for the individual. Planning & Project Management: Intermediate Level Knowledge Identifies tasks that are most important and maintains a clear sense of priorities and the larger picture. Anticipates and effectively responds to changes in workload and resources. Is able to influence management, peers and subordinates through an inclusive style and recognition of their abilities and knowledge. Strong attention to detail and analytical skills.
