Job Family Summary

The Technician family within the Product Operations department works closely with actuarial, quantitative analysts, underwriting and coverage consultants to develop, analyze, and implement needed price and underwriting changes in Allstates various lines of business. Responsibilities include interfacing with the different business units as well as internal customers in areas such as Technology, State Filings, other teams within Product Operations, as well as state Departments of Insurance.

Job Description

The Technician Analyst II works with minimal support on projects that include, but are not limited to: rate and rule changes, minor initiatives, data calls, compliance projects, system inquiries and other small projects that are moderately complex in nature. The Technician Analyst II will continue to build familiarity with technician processes.

Key Responsibilities

  • Continue to understand how each component of work fits together on the technician team and start to link to overall business strategy at a basic level
  • Continue to build familiarity and utilize available data sources/tools and measurement processes to provide data analytic support to analytic staff
  • Determine comprehensive project work plans to coordinate basic to moderately complex requirements of projects across various disciplines (Actuarial/Underwriting/Technical/Legal), for different states/regions and products, including formal documentation and communication to interested parties;
  • Understand the overall project plan for states/regions as well as various product initiatives available to be implemented; develops and shares a recommended project plan with the appropriate manager and state/line manager in order to gain consensus on the final work plan
  • Understand the intricacies of the state regulatory environment and specific regulations including filing requirements, review times, special submissions and forms; in order to make decisions about the implementation of pricing and underwriting changes (including, but not limited to, rate/rule changes and minor initiatives)
  • Implement rate/rule changes and other minor initiatives which include; drafting system requirement documents, representing the business unit in implementation meetings, contributing to test plans, validating testing and providing SOX sign-off
  • Create rate and rule Filings, and the associated communications with a given Department of Insurance (including Responses to Objections and Department Inquiries); collaborates with other to research and decide on responses to DOI inquiries, completes basic to moderately complex filing forms, premium surveys and data calls for different states/regions and products
  • Own basic and moderately complex compliance projects which includes; researching issues and determining how rating rules were meant to be interpreted, considering the customer and business impact in the recommended solution and working with legal, systems and other cross functional teams to complete refund projects and resolving business inquires

  • Create all post-implementation documentation associated with projects, including ensuring that documentation components are completed and included in the Masterfile documentation

Allstate Business Insurance roles may also include:

  • Responsible for publishing, effective dating, and repository maintenance for ISO (Insurance Service Offices) and proprietary rate/rule manuals
    • Requires understanding and evaluating lines of business for ISO and state exceptions manuals
    • Understand basic changes in repository and relationship to ISO rules
  • Responsible for monitoring, interpreting, and adopting changes made by ISO
    • Requires tracking all circulars and determining what action (delaying/adopting) to take
    • Coordinating and communicating with product on circulars that span lines of business and other department areas

Job Qualifications

  • Education: College degree preferred
  • Experience: 0-2 years
  • Basic to intermediate proficiency in Microsoft Office suite
  • Basic to intermediate problem solving skills
  • Basic technical skills
  • Basic decision making skills
  • Good communication skills (written/verbal)
  • Basic time and project management skills
  • Strong attention to detail
  • Works effectively in a team environment
