Job Description

The Regional Financial Services Leader (RFSL) has responsibility for the ongoing securities supervision / education of all registered representatives (EFSs/FSs, EAs, IAs, sales producers, field distribution leaders) of Allstate Financial Services, LLC within a region to ensure strict adherence to broker/dealer policies and procedures as well as applicable NASD (National Association of Securities Dealers), SEC (Securities and Exchange Commission), and state securities laws and regulations.

This individual has responsibility for supporting regional senior field distribution leaders (FDLs) in the development and implementation of regional and territorial business strategies (production plan and EA/EFS/FS development, EFS/FS deployment, retention) and tactics to increase market share in Allstate Life and Retirement (ALR)products. Thiss individual shares direct responsibility with senior FDLs (RSL, TSL, SDL, and SAL) in the regions achievement of its annual ALR production and EFS/FS staffing plans.

Direct Reports:

Regional Financial Services Education Consultants (FSEC), Financial Services Consultant (FSC), Financial Sales Consultant Associate (FSC), Field Sales Education Consultant (FSEC) and ALR Agency Process Specialist (ALR APS) and, if applicable, the OSJ Suitability Principal

Direct Reports for DSP Purposes:

RSL, TSL, SAL, SDL, FSL, FSC, FSA, FSCA activities (including IA Agency Consultants if licensed with DSP responsibilities).

Key Responsibilities

Financial Services Production Plan / Producer (EFS/ FS) Accountabilities

Develop, in partnership with senior frontline distribution leaders, a regional / territorial ALR strategic business plan (sales and marketing, EFS/FS deployment, EFS/FS retention, EA/EFS/FS partnerships, communication, education, etc.) that supports the achievement of the regions overall ALR production plan. This individual shares direct responsibility with senior frontline distribution leaders for the regions achievement of its annual ALR appointment and production plans.

Work with senior frontline distribution leaders to translate territorial business strategies into clear objectives, tactics, specific action steps and accountabilities, preparing producer production estimates, forecasting staff and other resource needs, anticipating problems, and developing contingency plans.

Engage in personal recruiting activities designed to attract high caliber sales candidates (EFS/FS & ALR distribution leaders) for the region and, upon FDL request, provide recruiting support by engaging in discussions with their potential candidates to help fully explain the Allstate EFS/FS opportunity.

Assist senior leadership with the development of their frontline distribution leaders financial services skills by accurately appraising overall strengths and weaknesses and by providing groups/individuals with targeted education.

Champion new ideas and initiatives; identify new business opportunities and make them a reality; foster innovation and risk-taking.

Establish a regional strategy for developing / strengthening new and existing EA/EFS/FS partnerships.

Key Responsibilities (Cont'd)

The RFSL will have general supervisory accountability for all AFS Securities transactions and will have direct supervisory responsibility over all stock and bond trades made by any registered representatives, and reports directly to the President of Broker/Dealer in regard to these activities.

The RFSL will have general oversight for traditional life compliance with regulatory requirements and Company policies and standards. Monitors traditional life compliance issues, communicates findings and educates producers on acceptable business practices.

Review and coach FSCs (Direct Access) on annual business planning to assure consistency with the objectives of the territory and region.

Direct FSCs (Direct Access) in developing and implementing strategies for consulting with Direct Access EFSs/FSs to achieve sales and business objective targets.

Financial Servises (FS) Supervision

Based on requirements established by AFS, LLC. and regulatory agencies: monitor, direct, and support regional Designated Supervisory Principals (DSP) in their execution of all required supervisory activities.

Oversee the day-to-day supervision/management of all registered representatives (EFSs/FSs, EAs, IAs, sales producers, FDLs, etc.) to ensure that SEC, NASD, and all other Allstate broker/dealer requirements are met.

Prior to an FDL submitting an EFS/FS, R3000, or R3001 candidate file to the RDL for final approval, evaluating the candidates background (criminal, outside business activities, integrity, etc) and making a determination that the candidate meets the guidelines set forth by the NASD/SEC for securities licensing. A subsequent evaluation will also occur between the RFSL and senior regional staff, as appropriate, once all external background reports have been received (i.e., results from the FBI finger print report, etc.).

Managing a process for validating that all PFRs have received the appropriate product knowledge, regulatory and compliance education required to conduct securities business through AFS.

Managing a process for the ongoing validation that all field distribution leaders acting in a DSP capacity possess the skills (understanding of regulatory requirements) and knowledge (AF Product Portfolio) required to perform their supervisory/compliance accountabilities. Communication of DSP accountability.

Approving and monitoring all registered representatives "Outside Business Activities" (OBA) and/or private securities transactions.

Financial Servises (FS) Supervision (Cont'd)

Approving and supervising all securities transactions in the Region (note: if an OSJ Suitability Principle exists in the region this responsibility can be delegated to that individual.

Engaging in oversight responsibility for DSPs directing the securities sales activity of PFRs, which could include placing restrictions or conditions on a PFRs securities business when appropriate.

Engaging in oversight responsibility for ensuring that field distribution leaders acting as DSPs are maintaining regular and frequent contact with all PFRs under their supervision.

Promptly addressing any suitability concerns brought to his/her attention and ensuring that the appropriate documentation is in place for future auditing; and, when requested, working with the Compliance Department to address any securities related customer complaints.

Establishing/managing a process for the review and approval of any securities related customer correspondence and maintaining documentation for future auditing.

Promptly investigating and documenting (includes any disciplinary action taken) any securities transaction that appears on the Broker/Dealer "Exceptions Reports."

In conjunction with the Broker/Dealer, designing and implementing "Heightened Supervision Plans" to address any continuing sales practice concerns with selected PFRs.

Exercising decision-making authority relative to the termination of a PFRs business relationships with Allstate Financial Services, LLC, when necessary.

When a PFR terminates his/her AFS affiliation (voluntary or involuntary), overseeing file verification and ensuring that policy / account reassignments are processed in a timely and complete manner.

Financial Servises Education Accountabilities

Develop a regional financial services education strategy focused on ensuring that all registered representatives have access to the appropriate product knowledge and compliance education needed to conduct securities business through Allstate Financial Services LLC as well as appropriate product knowledge and compliance education for traditional financial services products.

Assume supervisory accountability for regional Financial Services Education Consultants (FSEC) and Financial Services Consultants (FSC) involved in the Direct Access model.

Oversee the development and implementation of structured financial services education program(s) that support compliance, the Allstate product portfolio, general industry knowledge, and sales/marketing / presentation skill education for all registered representatives (PFRs, FDLs, etc.) within a region as well as traditional financial services products.

Set and pursue aggressive goals for FSECs and measure performance by reviewing locally developed financial services education material, monitoring FSEC activities, (observing education classes and seminars) and actively soliciting feedback from producers and field distribution leaders.

Manage follow-up procedures for ensuring that all registered representatives participate in annual compliance meetings and required continuing education.

Business Unit Integration

Lead and direct peer group in strengthening the regions overall relationship with the Broker/Dealer and ALR distribution support groups.

Coordinate all regional interactions with respect to the deployment of ALR products / programs.

Oversee regional deployment of AWD, AF Wholesaling, etc., resources.
