Plans at a tactical level and manages the effective use of resources and directs assigned staff to develop, implement and maintain large complex system(s) and/or project(s). Facilitates and/or participates in and has input to the design/development process.

Manages to the tactical and operational plan for assigned information systems and/or projects of business unit significance. Advocates the use of technology to develop and/or redesign the organization's processes. Accountable for directing staff to achieve deliverables. Cost benefit is the key driver for enhancement and/or project prioritization. Responsible for all aspects of the human resource management of staff.

Responsibilities:
 
  • Responsible for HR and career development management of direct reports
  • Accountable for ongoing asset integrity and maintainability, solution impact assessment, and solution dependency management for owned assets
  • Partner with Architecture & Design to manage technical debt and develop long-term technical roadmap for owned assets
  • Maintain the skills/experience heat-map.  Identify and pursue KT within the team to increase the breadth of support
  • Provide Technical Leadership within the application suite of services
  • In collaboration with Solution Management, SA/QA Lead and Product Management, build high performance teams, including attracting and retaining team members and providing ongoing coaching and career development
  • In conjunction with Solution and Delivery Management and SA/QA Lead, responsible for estimating, demand management, team structure/composition, and resource allocation for work efforts across PIBT Value Streams
  • In partnership with Solution and Delivery Management, resolve risks and issues related to technical delivery of all direct report and matrix teams supporting the PIBT Value Streams to ensure plan (schedule, budget, quality) commitments are met
  • Monitor performance trends of DBT (Define, Build, Test) teams assigned across PIBT Value Streams and address any development team performance or staffing issues, working with other PIBT Value Stream Solution Managers as needed for matrix teams
  • With Release Management, coordinate release impacts/dependencies across PIBT Value Streams for owned assets
  • Collaborate with QA/SA Lead to ensure full, efficient test coverage and automation for owned assets
  • Develop, promote, and monitor development standards and best practices
  • Hardware Infrastructure oversight to optimize application utilization.  Identifying savings opportunities and pursuing accordingly.

Span of control: 
 
  • Employee staff of approximately 3-7 people
  • GSO staff of approximately 10-20 people
  • Responsible for system suite of .Net and Java applications supporting Personal Insurance Systems
  • Role that interacts with multiple stakeholders both internal and external across the Enterprise

Bachelor's degree in a related field preferred. 6 years of technical experience preferred.  1 year of experience managing others preferred.

Technical Knowledge: Has a solid working knowledge of capabilities and direction of technology, coupled with an in-depth knowledge of the technology required and the needs of business environment necessary to support assigned systems and/or projects. Develops solutions to meet business needs that reflect a clear understanding of the objectives, practices and procedures of the corporation, department and business unit. Has thorough understanding of staff responsibilities, abilities and development needs.

Business Knowledge & Partnership: Creates an atmosphere where business partner's issues are dealt with professionally and in a timely manner. Suggests solutions that make sense and are in line with future technology direction. Communicates openly and effectively in a manner consistent with the audience. Demonstrates an adaptive style that is flexible and effective in gaining cooperation of others.

Problem Solving & Decision Making: Demonstrates sound analytical and diagnostic skills dealing with issues that are not readily defined and/or conflict with available information. Knows where to obtain information needed to make the appropriate decisions. Breaks a problem down to manageable pieces and implements effective, timely solutions. Is very good at identifying the problem versus the symptom. Deals increasingly with problems that require involvement of others to solve. Has the ability to reach sound decisions quickly. Leadership: Manages functional objectives and priorities supporting multiple assigned business units. Responsibilities are assigned with latitude for setting priorities and decision-making using generally accepted guidelines. Results are reviewed with next level manager for clarification according to predefined objectives.

Planning and Project Management: Develops operational plans and provide task resource estimation planning. Proposes action plans that are timely, realistic and positive. Sets appropriate goals for the area and monitors progress against the plan. Delegates to maximize organizational effectiveness.

Financial Awareness: Has budget responsibility for an organizational unit of 5 to 25 employees and/or a budget of between $1M and $10M. Develops a portion of an overall divisional budget subject to review and is responsible for expense control for the units assigned. Demonstrates sound cost-effectiveness. Failure to achieve objectives can result in delays or inefficiencies resulting in readjustment of resources and/or staff. Responsible for important and confidential information.

Human Resource Management: Demonstrates good interpersonal skills by displaying an understanding of the needs and perspective of others. Able to balance the workload of team members and supervise individuals of varying abilities. Able to identify the talents of others and match them to the tasks that will best suit the area goals and/or provide growth for the individual. Able to assess and identify employee skill development needs and put together a training program for the individual. Responsible for the accurate and timely completion of staff performance evaluations and development planning. Recruits and retains effective staff members. Demonstrates a capacity to recognize, value and respect differences across a diverse work force.
 

High School diploma or equivalent required. 3 years of technology or business related experience required.
