 ****Position can be based in Boston, will require 3 days per week in Portsmouth NH*** The Manager, IT Licensing and Compliance manages enterprise wide compliance for all software license agreements by monitoring and enforcing proper software usage policies and guidelines to eliminate any non-conformance issues. Manage team of Licensing and Compliance professionals; provide direction to the team on the establishment and evaluation of controls and risk mitigation strategies. Establish objectives and team deliverables for risk identification, evaluation and mitigation strategies, in concert with Procurement goals. Mentor and coach the team, ensure quality output, and compliance with established policies and procedures.  Develop and refine software licensing policies, processes and guidelines to ensure conformance to contractual obligations.  Work with contract management team to negotiate new vendor agreements, make changes to existing agreements, and maintain appropriate software licenses.  Ensure establishment of the most efficient licensing model and the provision of correct number of licenses to support business operations. Publish and communicate periodic renewal reports to stakeholders to effectively manage product lifecycles.  Ensure that all relevant licensing data is recorded and maintained in appropriate business information systems, including Ariba, Flexera and Nicus.  Maintain supplier segmentation structure to help drive most effect way to managing suppliers and renewals.  Refresh segmentation annually. Conduct proactive internal software audits to identify variances between deployed and licensed software; ensure deployed software aligns with the quantity and licensing models purchased; rectify variances between deployed and licensed software.  Manage supplier compliance audits as required.  Work with all levels of management to resolve compliancy issues.   Responsibilities:
  • Demonstrate advanced understanding of business processes, software licensing, software asset management, risk management and audit methodologies
  • Responsible for technology-related compliance issues across the organization.
  • Oversee the support of negotiations of software license contract terms and purchase of all software licenses; ensure appropriate licensing models are used and appropriate quantities are purchased, determine contract requirements, ensure orders are placed.
  • Evaluate and recommend options to reduce licensing costs.
  • Work with Stakeholders/Product Owners in negotiating license reductions/increases as necessary due to usage.
  • Establish license and associated maintenance agreements consistent with current and planned usage.
  • Serve as a subject matter advisor on software contract licensing and associated risks.
  • Manage a team of individual contributors.  Determine staffing strategy and plan (number of FTEs, skills needed, depth of experience, internal and external staffing mix) consistent with the needs of the business.
  • Mentor, coach and assign work to the team.  Guide development of the licensing and compliance team's capabilities, capacity, and skills.  Work with team to optimize processes (promote use of preferred suppliers, automate repetitive tasks, utilize robotic process automation, etc.) 
  • Collaborate and coordinate with teams including Category Strategy, Contract Management, Procure to Pay, Software Asset Management, Legal, Global Information Security and Finance.
  • Research, evaluate, recommend and implement methods, policies, processes, best practices, techniques, technologies and tools for software license management.
  • Develop a body of knowledge document or playbook for strategic suppliers from a renewals and software licensing and compliance perspective. 
  • Develop guideline of best practices around license management lifecycle to use within procurement in support of sourcing events as well as contract development.
  • Manage remediation plans/corrective action for any vulnerabilities or compliance failures reported in audits.
  • Review, monitor and document compliance with controls, policy, procedures and regulations.  Respond to audit findings and monitoring compliance with corrective action.
  • Serve as focal point for all supplier audits.  Coordinate responses with relevant teams (Software Asset Management, Legal, Finance, business units/stakeholders).  Minimize impact of any supplier audit through proactive planning, compliance with obligations, knowledge of industry trends and accurate interpretation of contracts.

 

Qualifications:

  • Bachelor's Degree.  Seven to ten years of relevant Information Technology experience in a medium to large system environment. 
  • Superior organizational and analytical and skills. Extensive work experience with internal audit and external supplier audits.
  • Excellent interpersonal, written and verbal communication skills (including presentation skills).
  • Process and results oriented.
  • Demonstrated ability to work well in a team environment.
  • Ability to work under pressure and determine priorities to meet deadlines.
  • Expertise in software license management, especially in interpreting contract language and compliance.
  • Expertise in contract management, especially in contract negotiations.
  • Excellent knowledge of how software usage supports business functions and processes.
  • Superior awareness and understanding of relevant industry trends and issues, as well as vendor organizations and business practices within the field of software license management and compliance.
  • Fundamental knowledge of inventory management processes and techniques.
  • Proficient with the MS Office Suite of tools, especially Word and Excel.
  • Proficient with or working knowledge of other proprietary reporting and discovery tools used for software license management and compliance.
