Job Summary
This Business Insurance IT role is responsible for the design and development of new and existing applications within the Premium Pipeline system, in support of strategic programs. These programs depend on a set of applications in a high-performance, scalable, high-availability setting to meet current and future Business Insurance demand.

Primary Job Duties & Responsibilities
  • Provide technical ownership for a collection of J2EE applications and their supporting technologies, products and infrastructure
  • Design and develop new applications/functionality that addresses the current business needs with an eye on optimization for future enhancement
  • Embrace and seek out opportunities to refine and refactor existing code and processes
  • Contribute to database design through application of access modeling and normalization, ensuring optimal OLTP and batch query performance
  • Escalate production incidents related to infrastructure and work with IT infrastructure support teams to resolve. Work with IT Infrastructure team and product management areas to ensure Pipeline application has adequate infrastructure resources.
  • Monitor application performance metric), troubleshoot, and remediate performance-related processing issues
  • Represents the application in the planning and the implementation of hardware and software choices/upgrades/initiatives, ensuring cost-effective
Manages the strategic plans and tactical activities for assigned information systems and business unit systems projects. Acts as subject matter expert across multiple applications, systems and technologies leveraging technical and business knowledge to drive the planning and execution of complex initiatives. Responsibilities include performing complex analysis, expert level design, configuration and programming functions for impactful and visible projects. Leads investigation and resolution efforts for critical, high impact problems, defects, and incidents. Contributes to staffing and project plan estimations in collaboration with the project manager and other key stakeholders. Assesses the technical viability of projects and objectives. Acts as a technology advocate and independently seeks opportunities where technology can be utilized to improve the business. Builds, maintains, and utilizes partnerships across the enterprise ensuring the best use of resources. Provides technical leadership, fosters a team environment, and provides mentorship and feedback to technical resources. Manages the effective use of line of business resources to implement ongoing projects, enhancements, initiatives, and/or problem resolution. Applies knowledge of current industry trends and techniques to formulate solutions within the context of assigned projects. Ensures project team's work complies with Travelers standards, processes, and protocols. Other duties as assigned.

Minimum Qualifications
A bachelor's degree in Computer Science or a related field, or its equivalent in work experience, and five years of programming/development experience.

Education, Work Experience & Knowledge
7 years of programming/development experience preferred. Experience as a technical lead preferred.

Job Specific & Technical Skills & Competencies
Skills
  • Design, development and deployment level knowledge of J2EE, Oracle EXAdata, IBM Websphere, Datapower ESB, MQ, Transaction Design (OLTP, Batch, etc), SOAP/REST web services, Application Integration
  • Experience with UI design and development, specifically leveraging Java, JSF and JavaScript
  • Hands-on experience on rapid application development platforms like Eclipse, IBM RAD or similar
  • Fluency in web service standards such as WSSE and technologies (XML, SOAP, WSDL, XSD, UDDI)
  • Creative problem solving, open to new concepts, ideas, techniques, best practices and technology assistance
Experience
  • Seven (+) years developing Enterprise Java Service Oriented Architectures and transactional database systems; i.e., Oracle, SQL Server, DB2
  • Multi-tier development or application support including OOAD, SOA, relational databases, web services, MQ Series, workflow, LDAP, and security integration.
  • Experience interacting with DBA and server teams for large JEE applications
  • Application development or support experience partnering with customers on requirement analysis and then partnering with IT team on analysis of options, design, development, test case writing, code review, assisting in UAT, client interaction and delivery
Technical Knowledge: Able to expertly assess, design, develop, configurate and support applications, systems solutions, and interfaces for multiple systems to achieve business and/ or technical requirements. Fully understands business applications and/or technical system environments in which the system operates. Leverages enterprise and industry best practices and standards. Works to ensure component interactions follow and promote design best practices. Communication Skills: Ability to communicate thoughts/designs/ideas in an unambiguous manner and adjusts communication based on audience. Business Knowledge & Partnership: Able to develop and leverage business and/or vendor partnerships, consult on business priorities, and optimize value through solution identification aligned with business objectives, goals, and future technology direction. Problem Solving & Decision Making: Able to expertly diagnose root causes, solve complex problems, and collaborate effectively with business and technical teams. Team Orientation: Able to promote, maintain, and enhance partnerships across the organization to achieve objectives and engage stakeholders. Able to influence project stakeholders and team members. Exhibits team leadership.

Environmental/Work Schedules/Other
Occasional weekend hours may be required..
