Job Summary
The SPS Strategic Enablement Manager leads large and highly complex segments of the Procurement Excellence ecosystem, connecting the end-to-end technology platform with enabling processing while developing and deploying new techniques to support innovative solutions of capabilities and platforms. This management role is responsible for developing strategic procurement platform, capability roadmaps and operational objectives, and designing, developing, and performing continued maintenance/enhancements for these platforms.
In partnership with our ATSV/ESS ensures delivery based on agile and sustainable technology infrastructure while managing budget, scope, timelines, governance, and deployment of our solutions.
Key Responsibilities
- Leads development of strategic roadmaps for platform and capability development guided by in-depth knowledge of functional area goals and strategies
- Leads the development and deployment of cross-enterprise policies by conducting stakeholder and risk analysis on key issues and cascading policies across the enterprise
- Creates strategy to influence the prioritization and sequencing of capabilities and initiatives within the procurement technology roadmap and provides oversight of the design, build, and maintenance/enhancements of highly complex Procurement platforms and capabilities
- Represents SPS priorities and strategy in leadership forums across the Allstate Family of companies, engaging with the broader organization in driving the appropriate level of collaboration, systematic enablement, and transparency across platforms while driving towards a unified approach
- Leads technology maintenance and ongoing management of deployed platforms, including the development and maintenance of catalogs, user guides, and tool expertise
- Creates and maintains measurement framework / KPIs for procurement results and quality standard by establishing appropriate controls to insure results are aligned to goals.
- Identifies and secures optimal solutions to address complex needs, in partnership with stakeholders from ATSV, and strategic partners to ensure the successful build and integration of new capabilities in to existing business processes and models
- In partnership with ATSV, prepares and maintains expense plan for SPS capability initiatives and utilize actual expense reporting and forecasting updates to impact/guide strategic decisions
- Actively partners with SPS and business leaders to align strategic roadmap, and procurement transformation with refined tools and training curriculum, including plan for development and implementation of proposed plan
Supervisory Responsibilities:
This job does have supervisory duties, leading the Procurement Technology Enablement and Adoption function, and helping lead the internal and external deployment teams for future technologies.
Job Qualifications
Education and Experience
- Bachelors degree or equivalent required
- 5+ years of management experience; 7+ procurement vendor and contract management related tools and processes including management of third-party vendors.
- 3-5 years leveraging agile development practices.
Functional Skills
- Upper Management or above experience in all aspects of leading an organization including people processes, client/partner relationship, and delivery of work products.
- Advanced skills related to business architecture, portfolio management, system integration, and product delivery
- Proven track record in delivery implementation and oversight of procurement platforms
- Advanced project and time management skills
