Summary:

Provides expert business rule and data analysis for the Select Business Technology Office Team.  Acts as the interface between the Select Business, Select Business Technology Office, Select Project Management Office, and Select Technical Support Teams ensuring that the analysis and design of rules and data will support all of Select's Strategic Initiatives and Guiding Principles.

Primary Duties and Responsibilities:

Lead and manage the design, authoring, deployment, and maintenance of efficient business rule sets and data structure through development of simplistic and reusable components.

Consistently incorporate Select's Strategic Goals and Guiding Principles into all analysis and design efforts.

Holistically view the organization's business rule and data strategy to influence technical design, reduce costs, and improve information flow.

Effectively communicate with all staff levels ¿ entry level staff to Senior Management. 

Provide solutions to limitations and bottlenecks inherent in a traditional systems development life cycle. 

Builds effective alliances with Select Business, Select Technical, Select Business Technology Office, and Select Project Management Office Teams.

Demonstrates a personal commitment to technology.

Clearly articulate technical solutions both written and verbally.

Key Points:

- Collaborate with Business Architects to develop a rule architecture and data structure based on the strategy and drivers for both the business and technology.

- Identify critical business needs for rules, data structure and associated tools at both a detailed and broad perspective.  Identify shared business rule solutions across multiple business units.

- Collaborates with Lead Business Analysts during requirements development phase; decompose business capabilities into an efficient set of business rules and data elements that can be easily maintained.  Provide guidance to team members on same.

- Provide information to management regarding trends in business rule needs.

- Participate in strategic business and technology planning.

- Proactively identify ways to make the use of technology more effective for the business.

- Develop a business rule and data development life cycle framework and methodology for implementing and maintaining business rules and data including design, authoring, deployment and maintenance.


Education / Work Experience
College degree or equivalent work experience.  Minimum of 5 years business systems analysis experience.

Technical Knowledge
Has expert knowledge with business and systems analysis processes.  Ability to quickly learn technical/business techniques and disciplines for the tools/systems supported.  Possesses knowledge of the insurance business and a conceptual understanding of technical environments.  Demonstrates the ability to apply project management techniques.  Experienced in analyzing, designing, and developing business rules using technical platforms such as J-Rules, Adaptik or Pega.  Solid understanding of data structure and architecture.

Works effectively with Select Business Teams to understand and formulate business rule and data specifications from gathered requirements.  Works with Management to establish schedules.  Places high priority on customer service and consistently meets scheduled dates.  Communicates clearly and effectively with all customers.  Adjusts easily to changing priorities.  Understands business issues and proactively addresses them.

Devises technically feasible solutions for moderate to complex problems.  Uses innovative insights and creativity in evaluating alternatives.

Team Orientation
Builds relationships with peers to achieve objectives.  Builds relationships with other departments to work as one team.  Builds relationships to secure necessary resources not under his/her personal control.  Balances team and individual.

Leadership
Leads and owns business rule requirements analysis and design as well as data architecture for the Select Business Technology Office Team.  Maintains the operational integrity of the business function(s) supported.   Participates in the design and testing of systems, and/or system changes to insure system efficiency, integrity, productivity, and maintainability.  Communicates with business units when appropriate, utilizing advanced written or oral skills in order to maintain system and/or product credibility. Demonstrates maturity and discretion in handling confidential data related to the system.

Project Management
Sets appropriate goals and priorities.  Completes multiple tasks in the time allocated to accomplish results.  Accurately evaluates and estimates new tasks.

Financial Awareness
Assesses the financial impact of recommended designs/solutions.  Works with Financial Analysts to identify pertinent facts for cost/benefit analysis.

Human Resource Management
Demonstrates solid interpersonal skills by displaying an understanding of the needs and perspective of others.  Recognizes value and respects differences across a diverse work force.  Responsible for assessing skills and contributions of assigned project staff in a timely manner.  Transfers technical skills/business knowledge to others through coaching and mentoring.  Able to effectively lead teams comprised of any combination of direct reports and matrix reports.

Position can be held in either the Hartford, CT or Hunt Valley, MD location.
