We currently have an opening for a Project Management Consultant located in our Corporate Headquarters in Canton, MA. This position is responsible for the operational level relationship between BTS (Business Technology Services) and OneBeacon's Claim Business Unit.  In addition to being responsible for how projects in the portfolio and related work contribute to strategic business plans.  Also provides oversight of enhancement and development projects that impact the Claims department as well as the production support and BTS service levels.  This person will also participate in joint business and BTS annual planning and execution and in the enhancement prioritization process.

Responsibilities:
1) Responsible for the operational relationship between BTS and OBI's Claims department.  
2) Oversees prioritization, development, implementation, support and enhancements for the systems utilized by the internal customer(s) to which they are assigned.
3) Builds forecasts, assists in the development of project plans, and participates in the assessment of hardware and software vendor products in determining their ability to meet the needs of the business and/or achieve project goals.
4) Makes recommendations concerning the design and development of software solutions for the business customers and subsequently oversees the resultant projects.
5) Works with the Production Support organization to manage service levels and to cost effectively deliver solutions on time and on budget.
7) Works with the Production Support, Development and CNS organizations to resolve issues and address business owner and sponsor concerns. Develops networks and builds alliances with business partners and customers.
8) Manages and oversees special projects designed to address the responsibilities outlined above and may include acting as Project Manager for smaller client initiatives.
9) Work with internal clients to assess the ability to meet strategic needs, including BTS solutions, with existing corporate capabilities.  Ensure that BTS resources are properly allocated between portfolio initiatives.
10)Identify and evaluate third-party applications and tools to fulfill needs that are not met through existing corporate capabilities.
11)Recommend and assist in the implementation of BTS tools and practices to improve the efficiency and effectiveness with which we support the business.
12)Coordinates project, program and organizational managers delivering various components within the portfolio.Proposes enhancements to OneBeacon's portfolio management methodology/framework.

Supervisory/Personnel Responsibility:
Indirect management of all Project Managers and delivery leads for Claims related projects.  Acts as a coach and mentor to junior staff.  Provides input to performance evaluations.

Requirements:
Knowledge of the P&C claims process. Knowledge of how claims systems operate. Knowledge of P&C statistical and financial process as it relates to claims processing. Capability to understand and apply the BTS strategy and achieve value for the business based on it. Ability to define and implement new technology solutions and enhancements across multiple systems to deliver maximum value for the business unit. Excellent communication, negotiation and influencing skills managing a diverse set of executives, business and technology stakeholders. Knowledge of project, program and portfolio management methodology, tools and techniques Critical decision-making ability, based on strategic business and BTS priorities, business performance analysis and resources availability. Business knowledge with strong strategic foresight, tactical planning skills and understanding of OneBeacon organizational policies. Proven track record of success in information technology positions serving the needs of the Property and Casualty industry. Strong written and oral communication skills.

Experience & Education:
Bachelor's degree in Business, Computer Science, Information Systems or other related fields, OR equivalent work experience.  The ideal candidate will have a minimum of 7 years of Property and Casualty experience along with a minimum of 3 years of project management experience. Demonstrated experience with portfolio management and PM Certification strongly preferred.
